A recovery plan for the Bay of Plenty's environment was launched yesterday with a push to return the state of the environment to the way it was before the RENA grounded off the Tauranga coast.  The recovery costs up to $3 million but it is believe that there will be on-going costs due to the salvage operations.  The container ship has been stuck on a reef since November, leaking oil and losing cargo debris which washed up on beaches and islands.  The ship has broken in half and container removal is still under way.  Environment Minister Nick Smith says he's bringing together a wide range of central, regional and local government organisations, as well as iwi, to ensure the job is properly co-ordinated.  "The grounding of the Rena was New Zealand's worst maritime environmental disaster,"
